Why pH matters in effective soil removal
For soils to be neutralized so they can be removed, proper chemistry must be utilized.  Acid side soils will need an alkaline cleaner and alkaline soils will need an acidic cleaner.  This will render the soil neutral so it can be removed from the surface.  There are other factors that come in to play, however; this is about pH in cleaning chemistry.
